NEW UPDATE: WAUKON MAN CHARGED WITH SECOND DEGREE MURDER IN PARKVIEW TRAILER COURT SHOOTING; VICTIM IDENTIFIED


John Quanrude accused of Second Degree Murder

Late Tuesday afternoon, April 17, the Waukon Police Department, in coordination with the Allamakee County Attorney’s Office and Department of Criminal Investigation, filed Second Degree Murder charges against John Michael Quanrude, age 32, of Waukon in the District Court for Allamakee County in connection with the Monday, April 16 fatal shooting at 49 Jean Road in the Parkview Trailer Court in Waukon. This charge comes as the result of an initial criminal investigation conducted by the Waukon Police Department, Allamakee County Sheriff’s Office, Department of Criminal Investigation, Iowa State Patrol, and Allamakee County Attorney’s Office, which involved the execution of at least two search warrants and several interviews. According to the initial complaint, Monday April 16, 2018, at approximately 3:20 p.m., the Allamakee County Dispatch Center received a 9-1-1 call from John Quanrude of 49 Jean Road in the Parkview Trailer Court in Waukon, requesting immediate medical assistance due to an accidental shooting. The first Waukon Officer on scene was met outside by Quanrude, who directed him into the residence to a male victim lying face down on the floor, suffering from a gunshot wound to the chest. Quanrude reported to this first responding officer that he had fired a “warning shot” and then fired a second shot which had hit the male victim in the chest. The male victim, who was initially misidentified by Quanrude, has been identified as 60-year-old Dean Elliot Russell of 49 Jean Road (Quanrude’s roommate and step-father). Medivac Air Ambulance was requested and Russell was first transported via ground ambulance to Veterans Memorial Hospital in Waukon, but Russell was pronounced dead shortly after his arrival at the hospital. An autopsy is scheduled to be completed by the Iowa State Medical Examiner’s Office later this week. Per an order issued by a First Judicial District Court Judge, the Defendant’s bond was set at $100,000 cash only and remains as set after the Defendant’s initial appearance, which was held Tuesday afternoon, April 17 at the Allamakee County Courthouse in Waukon. Murder in the Second Degree is classified as a Class B Felony under the Iowa Code, and is punishable by a maximum of 50 years in prison. A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

 

FIRST UPDATE: TUESDAY, APRIL 17 4:00 PM

The Allamakee County Attorney's Office released a brief statement Tuesday afternoon, April 17 regarding the Monday, April 16 shooting at a mobile home residence on Jean Road in the Parkview Trailer Court in Waukon that claimed the life of one male victim. In addition to the previous information already released in the initial Waukon Police Department report (below), the statement from the County Attorney's Office further reported that a suspect is currently in custody but that the case remains under investigation. No names or charges were listed within the release.

INITIAL REPORT TUESDAY, APRIL 17 6:00 AM

Monday, April 16 at 3:23 p.m. the Waukon Police Department was dispatched to a shooting at a residence on Jean Road in the Parkview Trailer Court in Waukon. A male subject was transported by ambulance to Veterans Memorial Hospital in Waukon where he was pronounced dead from his wounds. The name of the deceased is being withheld pending notification of relatives. An autopsy will be conducted by the Iowa State Medical Examiner’s Office. The case remains under investigation and local law enforcement authorities advise that the public is not at risk. The Waukon Police Department was assisted in its handling of the incident by the Allamakee County Sheriff’s Office, the Iowa State Patrol, and the Iowa Division of Criminal Investigation.
