by Susan Cantine-Maxson

During the regular meeting of the Board of Directors of the Eastern Allamakee Community School District (EACSD) Monday, October 17 in Lansing, EACSD Superintendent Dr. Dale Crozier announced his retirement at the end of the current school year. Dr. Crozier has been a shared superintendent with the MFL/MarMac School District for the past 12 years. He will finish out the school year at both districts.

Both boards have known for about a year that Dr. Crozier was going to submit his resignation in October of this year. Dr. Crozier stated, “I intended to retire three years ago but then COVID hit and we had too many details to figure out about how to cope with that issue in education. I decided to stay. The Boards were aware of my intent to retire at the end of this school year, but I had to make it official. The Eastern Allamakee School Board will need to discuss the various options open to them about filling the superintendent vacancy.”

After the meeting was opened by Board President Bobbie Goetzinger, the board approved the agenda and the October consent items, minutes of the September meeting, bills for October, Activity and Food Service September Reports.

Brooke Stanley previewed the trip activities scheduled for the National FFA Convention. The board approved the overnight trip for the upcoming FFA National Convention from October 25-29.

In personnel matters, the board unanimously approved the contract for Mark Seng as custodian. Approval was also given to the resignations of Shauna Ashbacher as assistant girls basketball coach, Amy Peterson as varsity volleyball coach, and Hunter Fink as assistant baseball coach.

The wrap-around services that New Albin Elementary School will be providing for after school care will begin  at the end of this month of October.

The board accepted and filed several yearly reports for 2022 including the Certified Annual Report, Treasurer’s Report, Transportation Report, Special Education Supplement FY22 and the Certified Enrollment filing as of October 3, 2022. Because Allamakee County Emergency Management Coordinator Corey Snitker was unable to be at the meeting,

Superintendent Crozier reviewed the County Hazard Mitigation Plan with the board.

The board approved the resolution to make a request to the School Budget Review Committee for Modified Supplemental Amount and Supplemental Aid for the 2021-2022 Special Education Program deficit of $124,235.45 or as calculated by the Department of Management.

In maintenance matters, the board approved replacing the door system behind the business office at Lansing. A new set of insulated steel doors, closures, panic bars, kick plates and frames will be installed at Kee High School. The board also addressed the HVAC upgrade  for the control system for the gym and front portion of the elementary school building at New Albin.

Awards Night was approved for Wednesday, April 26, 2023. The next School Advisory Improvement Committee meeting was scheduled to be held October 19.

Dr. Crozier reported that Board President Goetzinger, Kee High School Principal Dr. Sarah Murray and he will  attend  the Iowa Association of School Boards (IASB) Convention in Des Moines. The board was asked to present at the National School Board Association Conference in Florida, but a decision has been made to not attend.

The district is waiting on the results of a Vulnerability Study, performed by Techtra Tech, a company that was subcontracted by the state through Homeland Security. By doing this, EACSD qualifies for funds of up to $50,000 per building. The study looks at surveillance, doors, policies and what EACSD can do to become safer, and is part of Iowa Governor Kim Reynolds’ program. The study is not due until December 2023, but Superintendent Crozier wanted to get the plan established before he retires.

Allamakee County Economic Development gave the school district a free membership. ISPP test scores were provided. The district’s  Standard & Poors Global rating has been increased from an A- to an A. This relates to the district’s credit rating.
