Lansing City Council sets Interstate Power franchise fee at three percent, hires new police officer; Hydrant flushing will take place May 2

A regular Monday session of the Lansing City Council was held Monday, April 16. Discussion centered around the Interstate Power franchise fee percentage, flushing the fire hydrants for the spring season, payment number eight for the South Road Bridge project, considering Ordinance #197 for ATV usage, considering street sweeping for the City of De Soto, WI, reviewing and considering dust control bids, hiring a new Police Officer, and hiring a Lansing Pool manager along with two co-manager assistants.

A motion was made and seconded to set the Interstate Power franchise percentage at three percent. The potential use for this franchise fee could be to fund “the Main Street lighting infrastructure and other lighting infrastructures,” stated Lansing Mayor Mike Brennan. Continuing on in the meeting, a motion was made and seconded for Resolution #897 approving and adopting a revenue purpose statement for the franchise fee. Mayor Brennan also read the first of three readings for the approval of Ordinance #199 repealing Ordinance #124 and starting a 25-year franchise agreement with Interstate Power. The final reading will be read during the May 21 city council meeting, taking place at 7 p.m.

Hydrant flushing for the spring season will take place May 2 throughout the Lansing community. Payment number eight was approved to be made for the South Road Bridge project with the amount being $33,296.37.

City of Lansing workers will be street sweeping for the City of De Soto, WI roughly twice a year, with labor averaging around six to eight hours each time sweeping. The rate of compensation will be $100 an hour. Along with this, the City of Lansing will be writing some form of contract with the City of De Soto to ensure that they are both on the same page with the agreement.

The City has hired Welch, Inc. for dust control for some gravel roads throughout the city at a rate of $0.55 per gallon of product. The council also approved Ordinance #197 for ATV usage within the city.

Troy Riehm has been hired as a new City Police Officer with a contract. He will begin his duties after graduating from the police academy.

Beth Galema has been hired has the Lansing Pool Manager with her wages being $11.50 an hour. Also, the City approved the hiring of Spencer Colsch and MaKayla Manning as co-assistant managers of the pool with their wages being $10 an hour.
