Supervisors hear updates on Hazard Mitigation Plan and from Upper Explorerland Regional Planning Commission, approve pair of personnel recommendations

The Allamakee County Board of Supervisors met in regular session Monday, December 15 to address a full agenda of matters including an update relating to the Northeast Iowa Regional Housing Trust Fund, the consideration of hiring an E911 dispatcher/corrections officer, and a programming update from Upper Explorerland Regional Planning Commission. The meeting was called to order by Board of Supervisors Chairperson Dan Byrnes with Supervisors Dennis Keatley and Tom Clark present.
During Public Comment, Executive Director Rachelle Howe with Upper Explorerland Regional Planning Commission (UERPC), County Auditor Denise Beyer and the Supervisors discussed recent training sessions in response to legislative updates relating to open meeting requirements including custodial responsibilities relating to meeting minutes and allowing public attendance both in-person and via Zoom web-conferencing.
Following the time allotted for Public Comment, Housing Programs Administrator Chris Troendle with UERPC provided an overview of the Northeast Iowa Regional Housing Trust Fund (NEIRHTF) which provides support to families throughout the UERPC’s five-county region including Allamakee, Winneshiek, Fayette, Howard and Clayton Counties relating to home repairs and in ensuring the availability of safe and affordable housing to residents.
Relating to this funding through the Iowa Finance Authority (IFA), Troendle noted that a 25-percent match for projects is required with this program benefitting Allamakee County since 2010 in direct investment at over $5,174,117.61. Troendle noted that UERPC has again been awarded funding from IFA for the Home Investment Partnership (HOME) Program which will assist 15 to 20 households in down payment assistance as first-time home buyers within the organization’s five-county region. Troendle discussed a recommendation to make a three-year commitment to the NEIRHTF with Byrnes noting the Board’s decision to review this funding request on an annual basis. No action was taken relating to this matter with the Supervisors to review the NEIRHTF Fiscal-Year 2027 (FY27) funding request with other budget requests.
